so this summer i was really exposed to the sun because i would run and march outside for hours for band i started getting red spots all over because of the swet i think, then the tan started fading but i just started getting these white spots all over my neck and face what is it can any1 tell me?

You have sun fungus. Very treatable, go see a dermatologist and they will give you a creme to apply to it.White spots on face after getting super tan?
Without an image or more detail as to what they are (how big are they? what do they feel like? how long do they stay on your skin before fading? are they raised?) you will not get an accurate answer.
My only guess would be to say that they are either whiteheads, milia, or allergic/sensitivity reactions.
Consult your doctor.
I had this same problem but it was on my arms. I was told it was lack of pigment in that area due to the sun. Either a burn or something going on with your skin. If you're really concerned see your doctor or look it up on webmd.com I use that site for everything I'm questioning about my health/body.
